OCRmyPDF is a command-line application that adds a searchable text layer to scanned PDFs using Tesseract. It can also rotate or deskew pages, optimize embedded images, and produce PDF/A output. Processing runs on your own machine and requires the documented OCR and PDF dependencies; recognition quality depends on the source scan and language data.
